Fill bag fill line fill

You say fill the bag to 20kg but the fill line is less than 20kg. Which should i fill to please?
For our shredding service the official line is, fill up to the line or to a maximum of 20KG, which ever comes first. As long as you can still get the seal on the bag and it not going to come off in handling, we will turn a blind eye if it goes above the line. We don't like the bags going over 20KG as they are manually handled and our staff ore handling hundreds of bags a day. I hope this is of help. Regards Mark Lane.
